

STATE HEALTH CARE FINANCE
IDEA
The Center proposes a project designed to help governors and other leaders revamp their states health care financing systems and expand the coverage of underserved Americans. This exciting opportunity to increase the capacity of states to provide better healthcare services and options to their citizens is described in the attached proposal.
APPROACH
Upon the invitation of a governor, Park City Centers team of experts will provide advice on the best healthcare financing options for individual states based on existing and forecasted economic, demographic and cultural conditions. A thorough assessment of the States health care system will take approximately 60 days to complete.
It is anticipated that these services will be provided primarily to states that have limited resources to complete comprehensive state health care finance reform. The Centers services will be marketed by members of its board of former governors.
Project funding will be sought from foundations and federal agencies interested in advancing coverage and access, particularly for underserved and uninsured populations.
TEAM MEMBERS
Jim Hodges The chairman of the governors board at the Park City Center for Public Policy. He is a consultant to governments and businesses in strategic planning and political affairs.
Marty Sellers A principal with Sellers-Fienberg who has provided successful consulting services on health finance to a number of large states, including California, Massachusetts, Michigan and Texas.
Bill Shiebler The chairman of the Park City Center for Public Policy and former senior financial executive and member of the U.S. Medicaid Commission.
James Souby The president and chief executive officer of the Park City Center for Public Policy and the former executive director of the Western Governors Association. He has had a long career in statewide policy and planning and agency administration.
