The initial meetings of the Institute for State Studies—soon to become known as the Oquirrh Institute—were held at the Governor’s Mansion in Salt Lake City, Utah, February 7 - 11, 2002, coinciding with the opening days of the 2002 Winter Olympic Games. Funded by grants from the Bill and Melinda Gates Foundation and the Utah Partnership Foundation, the meetings brought together an extraordinary group of respected and distinguished industry, academic, and government leaders, convened to discuss and find solutions for the problems confronting our country, specifically in the areas of technology, education, and the environment.
