JAMES SOUBY
President and CEO

James Souby, long-time executive director of the Western Governors' Association, has taken up the gauntlet as the Oquirrh Institute’s President and CEO. Mr. Souby has been well-respected throughout his professional life in both the private and public sectors, and will undoubtedly serve the Institute with the same vision and insight that distinguished his 13 years at the WGA. Prior to his experience with the WGA, he served as executive director of the Council of Governors’ Policy Advisors, a national association of state policy directors, and as the director of policy development and planning for the Governor of Alaska.

Mr. Souby attended Vanderbilt University and the University of Alaska, and served three years active sea duty as well as reserve assignments in the U.S. Navy. His private sector experience includes partnerships in a geological and geophysical consulting firm, a commercial radio station and a remote wilderness lodge, all in Alaska.

CHRISTY TRIBE
Development Director

Ms. Tribe is a graduate of the University of Utah with a bachelor’s in Family and Consumer Studies. She is an active member of the Junior League of Utah and a member of the Utah Society of Fundraisers. She has been working in the nonprofit sector for the past five years, most currently as Vice President of Development for Junior Achievement of Utah. Prior to her nonprofit experience, she worked in the public sector with Euro DSW Partners Advertising Agency and Franklin Covey. Ms. Tribe's work with the Oquirrh Institute centers on researching and working with donor prospects from both the private and public sectors, and seeking contributions to support the Institute's programs and operations.

TAMMY FARRER
Administrative Assistant/
Office Administrator

Ms. Farrer attended the University of Utah and Salt Lake Community College, pursuing a degree in Psychology with a minor in Business. Before coming to Oquirrh, she spent 15 years in an office setting with experience in everything from secretarial to placement director to administrative assistant as well as office manager responsibilities. Previous to this office experience she worked in the nursing field for over five years. Ms. Farrer is the administrative assistant to Jim Souby, Oquirrh Institute's CEO, and will also be managing the office.

ROBERT SIMMONS
Operations Manager

Mr. Simmons earned a bachelor's degree, Phi Beta Kappa, cum laude and a law degree from the University of Utah.  Mr. Simmons' legal studies focused on public policy, business organizations and taxation.  He received a CALI award for his work on market-based approaches to reducing environmental pollution. Mr. Simmons has both public policy and business administration experience, including working in Washington, D.C., as a government-affairs assistant for the American Waterways Operators. As the Operations Manager of the Oquirrh Institute, Mr. Simmons helps manage Oquirrh’s projects operations. He also works on evaluating the merits of potential projects and developing and executing new projects. 

JILL POST
Accountant

Ms. Post earned her bachelor’s degree in Accounting at the University of Utah and her master’s in Business Administration at Westminster College. As a Certified Public Accountant licensed by the State of Utah, Ms. Post spent seven years in public accounting with experience in accounting for nonprofits and government contractors. Along with performing all accounting functions for Oquirrh, Ms. Post will play a key role in insuring that resources for the Institute’s grants and projects are managed according to the highest standards.

BECKY HARDING
Communications Director

Ms. Harding graduated from the University of Utah with a bachelor's degree in English. As a freelance editor and writer, she has been a frequent contributor and copy editor for numerous publications, including Utah Business and This People magazine and has managed the online content for a variety of diverse organizations. In her role as director of communications for the Oquirrh Institute, Ms. Harding is responsible for the production of the Institute's newsletters, issue briefs, and website content.
