Dr. Bennion is a nationally known educator and the recent recipient of the American Association of School Administrators Distinguished Service Award (2002). He served as Superintendent of Schools in four different districts (Rochester, NY; Bloomington, MN; Provo, UT; and Salt Lake City, UT) over a period of 25 years. During his years in public school administration he developed a keen interest in improving educational opportunities for low income students, and in 1998 organized the Utah Urban School Alliance, bringing together representatives of 42 low income schools from eight different school districts. With this background he was the perfect candidate for project director of the Utah/Mexico Education Standards Alliance, a pilot program sponsored by the Oquirrh Institute to track the educational progress of the 30,000 Mexican immigrant and migrant students within Utah's school system. He will continue as director of the Utah/Mexico project along with his duties as Senior Fellow of the Center for Competency-Measured Education.

Dr. Bennion received his bachelor's of science degree in Philosophy and English from the University of Utah; his master's degree in History & Philosophy of Education also from the U of U; and his Ph.D. in Education Administration and Philosophy of Education from Ohio State University.
